To involve local stakeholders affected by a common problem

and make them participate in decision making process

• a strong and assertive technician who coordinates the process

• local and external stakeholders

HOW?

• integrating different points of view

• endorsing different positions

• involving actors who don’t usually meet

WHEN?

• when there are strong conflicts (actual or potential)

• when we need skills and expert  knowledge
